With recent changes in energy pricing, subsidies, and financing, photovoltaics (PV) have become more attractive than ever. Energy Prices: A Game Changer for Solar ROI
Energy prices in Luxembourg have two main components:
- The price of energy itself (heavily subsidized until now)
- The grid usage fee (recently restructured by Creos)
What has changed?
- Grid usage fees: Previously a flat ~0.07€/kWh, now dynamically adjusted. If your household exceeds a predefined power demand threshold, a new rate of ~0.18€/kWh applies more than double the standard rate.
- Energy price increase: On January 1, 2025, half of the government subsidies on electricity prices will be withdrawn, causing a 30% increase in energy costs.
Impact on photovoltaics and battery storage
- PV panels now provide a higher return on investment (ROI) as self-consumption becomes more valuable.
- Batteries have become more financially attractive, allowing households to store excess solar energy and avoid higher grid costs.
Changes in Photovoltaic Subsidies
2023-2024
- 62.5% state subsidy on net PV investment costs (for systems under 30kWp).
- Additional communal subsidies available (cumulative).
2025
- Subsidy reduced to 50%, but due to rising electricity prices, ROI remains strong.
2026 (Expected)
- A new subsidy model based on system size:
- Example: A 5kWp system could receive 1,200€/kWp (6,000€ total subsidy), while an 8kWp system may receive only 1,000€/kWp (8,000€ total).
- Larger systems (>15kW) capped at a maximum subsidy of 10,000€.
- Batteries will also receive subsidies at a decreasing rate per kWh (e.g., 5kWh battery = 300€/kWh, 7kWh battery = 250€/kWh).
Improved Financing Options
Until now, PV subsidies in Luxembourg were reimbursed post-installation, requiring homeowners to pay upfront and wait 10-14 months for reimbursement.
What’s new?
- Starting 2026, a pre-financing system will allow the state to pay the subsidized portion directly to installers.
- Homeowners will only need to cover the unsubsidized portion upfront.
- This makes solar energy more accessible, especially for lower-income households.
