The new Klimabonus provides an additional €2,000 for certain heat pumps installed in an existing home. To qualify for this temporary increase, the order must be dated between January 1, 2026 and June 30, 2027, and the invoice must be issued no later than December 31, 2028.

The Chamber of Deputies adopted the new scheme on July 15, 2026. However, the final amount available for an air-to-water heat pump depends on the property, the heating system being replaced and any related work.

What was actually adopted in July 2026?
Bill No. 8585 extends Klimabonus Wunnen until the end of 2030, with effect from January 1, 2026. The tripartite agreement temporarily adds €2,000 to eligible heat pumps installed in existing buildings.

Who can receive the additional €2,000?
The supplement applies to eligible equipment installed in an existing residential building in Luxembourg. Individuals and certain legal entities may submit an application.

What are the new heat pump grant amounts for 2026?
These are the temporary amounts when an existing fossil-fuel boiler or electric heating system is replaced at the same time.

Without this replacement, the grant for a single-family home is reduced by €4,000: €8,000 for an air-to-water heat pump and €10,000 for a ground-source heat pump.
Does replacing a gas boiler count?
Yes. The text refers to a boiler powered by fossil fuel, which includes both gas and heating oil. It also covers an existing electric heating system.
Can the grant really reach €17,500?
Yes, but only when several conditions are combined in a single-family home heated with oil.

A gas-heated home with no tank and outside a protection zone cannot use this total. Every calculation must be based on the work actually required.
What technical requirements must be met?
These amounts are conditional on meeting the Klimabonus criteria, which should be checked before choosing the equipment.
Performance and metering
- minimum COP of 3.1 at A7/W35 for an air-to-water heat pump;
- minimum COP of 4.3 under the applicable test conditions for a ground-source heat pump;
- electricity meter for the heat pump’s consumption;
- heat meter and hydraulic balancing.
Hydraulics, noise and inspection
- 30 l/kW buffer tank in certain cases, except where an exemption applies to modulating systems;
- acoustic requirements based on the output of the outdoor unit;
- prior acoustic calculation when the alternative to the 40 dB(A) limit is used;
- inspection request submitted by the installer within one month of commissioning.
For systems commissioned since September 19, 2025, the installer must request an inspection from the Chamber of Skilled Trades and Crafts within one month and before the grant application is submitted.
Does an air-to-air heat pump or air conditioning system also receive the extra €2,000?
Not under the grant rates presented here. A reversible air conditioning system is technically an air-to-air heat pump, but the eligible categories under Klimabonus 2026 include ground-source, air-to-water and exhaust-air-to-water systems. They do not include a conventional split air-to-air system.

How do you apply for the grant?
Step 1Assess the building
Check heating demand, emitters, flow temperature, electricity supply, noise and location.
Step 2Secure eligibility
Choose compliant equipment and keep the dated order confirmation.
Step 3Install and arrange inspection
Complete the installation, hydraulic balancing, commissioning and inspection.
Step 4Submit the application
Provide the form, technical data sheet, invoices and supporting documents.
The standard procedure takes place after the work through MyGuichet.lu or the dedicated form. The application deadline is four years from December 31 of the invoicing year. You should also check whether municipal authorisation is required.
Should you order now or wait for pre-financing in 2027?
From January 1, 2027, a company listed in the register will be able to deduct the grant from the final invoice. The procedure will remain optional, and the amount will be the same as under the standard route.
Ordering in 2026
An eligible project already falls within the window for the extra €2,000. Under the standard route, you pay the grant amount upfront.
Waiting for an invoice in 2027
Pre-financing can reduce the upfront payment if the installer participates. It does not increase the grant.
A deadline should not replace a technical assessment
A heat pump that is poorly suited to the building remains a poor investment, even with an additional €2,000. Radiator compatibility, flow temperature and system sizing must be confirmed before placing the order.

Is the additional €2,000 retroactive?
Yes. The adopted text covers eligible heat pumps ordered from January 1, 2026. The order must be dated no later than June 30, 2027, and the invoice no later than December 31, 2028.
Do I have to replace a boiler to receive a grant?
No, but the amount is lower without the simultaneous replacement of an existing fossil-fuel boiler or electric heating system. For a single-family home, the temporary amount is reduced by €4,000.
Is a gas boiler considered fossil-fuel heating?
Yes. Gas is a fossil fuel. Replacing it at the same time with an eligible heat pump allows the replacement rate to be used, provided the other conditions are met.
Does reversible air conditioning receive the extra €2,000?
Not under this scheme. Reversible air conditioning is an air-to-air heat pump, while the Klimabonus categories covered by these amounts notably include air-to-water and ground-source heat pumps.
Do existing radiators prevent me from receiving the grant?
No. However, they must allow the heat pump to operate effectively. Adaptation of the heat distribution system may receive support equal to 50% of actual costs, capped at €2,000 for a single-family home.
Can Klimabonus be combined with a municipal grant?
Some municipalities and programmes offer additional support, but their amounts and rules vary. Check with your municipality, the Klima-Agence simulator and any restrictions on combining grants before finalising the financing.
Does pre-financing in 2027 increase the grant?
No. It changes the payment method, not the amount. For an application accepted through a participating company, the grant is deducted from the final invoice instead of being paid upfront and reimbursed to the customer later.
